Uttarakhand is India’s youngest state and came into existence in 2000. In Uttarakhand there are 13 districts1 in which 9 are hill area district. According to the census 2011, the population of the state is 1.02 crores, which is 0.84 percent of the country. About 69 percent of the population lived in the rural areas. Uttarakhand covers around 1.7 percent of country area.

‘Money can’t buy happiness’, gone are the days when it was believed. Today we live in the fake world of materialism where we are not ready to compromise; we are not ready to wait; we believe in satisfying our instant gratifications. Patience and endurance are the words that no more exist in our vocabulary. It is not the sympathy for the hungry poor sleeping in the cold winter nights in the footpath of the street outside our homes but the new car of the neighbor that makes us sleepless whole night. This is the world of plastic money where if the money in our wallet falls short we just need to get our card swapped. Now we don’t need to wait for the next month’s salary to come, because the credit is available everywhere.

Ours’ being a democratic country follows the Parliamentary form of Government of which the ‘Privileges’ form a very essential part. Since ancient times, Parliamentarians are provided with certain privileges including the privilege of Freedom of Speech, immunity from civil or criminal proceedings etc. Today these privileges seem to be nothing more than a ‘bunch of special facilities and immunities provided to the elected representatives’.

Since the independence of India the prime focus of the government has been on making a frontal attack on hunger& poverty. As the major chunk of our population lives in the rural areas, government started off with many rural development schemes. On many programs were implemented such as Jawahar Rozgar Yojana (JRY) which was implemented on 1st April 1989 by merging National Rural Employment Program (NREP) and Rural Landless Employment Guarantee Program (RLEGP) & Jawahar Gram Samridhi Yojana(JGSY).
