Presidential Election 2012 is another melodramatic chapter of “The Great Indian Political drama". The nomination and the alignment and "supposedly alignment" of different political parties towards a candidate or another and the split within the party for supporting a candidate all are part of this dramatic chapter. But before discussing these topics first of all let me tell you about the election procedure of President of India as well as eligibility for the executive head of the country.

The quality of health services is low in the mountain States for all sections of the society and is worse especially for women and children. People are required to travel longer distances for checkups and diagnostic or therapeutic treatment. The trained medical staff is not adequate and to add more to the problems of the remote areas, the proper infrastructure facilities such as roads, transportation etc are largely absent. The facilities provided in the other States are also not sufficient and still require a lot of investment.

The Government of India introduced the Fiscal Responsibility and Budget Management Bill for the first time in the Parliament in 2000. There were five aspects which led to the introduction of the FRBM Bill[1], they were: first, large proportion of GDP was under deficit; second, the composition of the deficit with the sizable revenue deficit in particular that goes to finance current consumption of the government and the primary deficit (which is the fiscal deficit less interest payments); third, the growing debts which are also the accumulated deficits from the past; fourth, the growing interest burden on public debts which is an obligatory expenditure and constrains the flexibility available with the government in resource allocation; fifth, financing the high deficit through borrowings from the Reserve Bank of India[2].

Education is one of the most important tools for human development that impacts the welfare of almost everyone in the region but lack of quality education and adequate resources has limited the growth process of States. Education is an investment that helps in building skills and knowledge which gives people an opportunity to improve their standards of living. Therefore, education is very important for the growth of all the sectors of a State. In 1966, the Kothari Commission gave the recommendation that the total public expenditure done on education in India should be six percent of the Gross Domestic Product (GDP), so that Indian education can be free and compulsory. This recommendation is also valid for the public expenditure done on education in the States of India.

The Mountain States are considered as the special category[1] States .Transfers from the centre is the major sources of financing in the mountain States because mountain States’ own resources are limited. The funds come from various sources like grants in bulk by the recommendation of Finance Commission and other transfers of funds from the Planning Commission as grants and loans for various purposes. The States also receive funds from central ministries under various schemes.
